What's my friend's health problem?

I'm not a doctor at all, but those sound like the symptoms of a a neurological issue. He is experiencing vertigo (dizzy), the numb feeling seems like a stroke symptom. He would have to see a doctor but it definitely sounds like something to do with his brain or nervous system.
