Where can you get a safe, free download of MoO II which isn't missing DPLAY.DLL?

I downloaded Master of Orion II but when I tried to play it a message pops up saying something along the lines of "DPLAY.DLL is missing" where can you get a safe, free download of it which isn't missing DPLAY.DLL?
